BEND, Ore. – An ongoing investigation into heroin sales activity in Bend which began in December of last year after a backpack full of syringes, balloons and cotton swabs was left in a local bank yielded its second arrest on Monday, detectives reported.

WASHINGTON - Nine secret legal memos that show President George W. Bush's broad interpretation of presidential power were released by the Obama administration.
The memos made public Monday include a 2001 opinion authorizing the military to treat terrorist suspects in the United States as if they were an invading army that had no constitutional rights, the Chicago Tribune reported Tuesday.

URBANA, Ill. - Health officials speculate a midwife could be the source of a human placenta that recently turned up at an Illinois wastewater treatment plant.
Julie Pryde, who runs the Champaign-Urbana Health District, told the Chicago Tribune that a midwife may not have been aware of the proper procedures for disposing of the placenta after the baby is delivered.

WASHINGTON - The U.S. Justice Department said Tuesday it may soon release more documents on the Bush administration's war against terror.
Among those documents are some believed to authorize the process of "waterboarding," using water to convince prisoners they are about to drown, The Washington Post (NYSE:WPO) said.

MEDFORD, Ore. - Authorities in Oregon said an arsonist appears to be targeting green Ford Escorts, with three of the vehicles going up in flames during the past month.
Medford police said the most recent incident occurred Sunday, when a 1995 green Escort parked outside of a home was found destroyed after someone broke a window, poured flammable liquid into the car and set it on fire, KTVL-TV, Medford, reported Tuesday.
