PORTLAND, Ore. -- A Happy Valley man who volunteered with the Rex Putnam High School girls’ soccer team has been arrested and accused of a dozen crimes in connection with an alleged sexual relationship with a 16-year-old student, deputies reported. SALEM, Ore. – State Schools Superintendent Susan Castillo announced today that Oregon’s statewide dropout rate for the 2007-08 school year was 3.7%, down from 4.2% last year. The 3.7% dropout rate is the lowest since statewide reporting began in 1991. SALEM, Ore. – The Oregon House on Tuesday passed House Bill 2227, which protects Oregon farms and forest land in order to preserve jobs in Oregon.  The bill updates land use rules for siting destination resorts.  By clearly separating farms and forest land from resorts, the new rules help protect natural resource jobs while giving more flexibility to resorts in some rural counties. “Agriculture and forestry are historically important sectors of our economy,” said Nolan.  ... CHANDLER, Ariz. -- An 18-year-old man in Chandler, Ariz., was fatally stabbed after being found by his teacher's boyfriend in her home, police allege. The Chandler Police Department alleged in a probable cause statement that Sixto Balbuena, 20, fatally stabbed Samuel Valdivia after finding him in bed with Balbuena's girlfriend, Tamara Hofmann, The Arizona Republic said Wednesday. CORONA, Calif. -- Raul and Cathy Sarinana of Corona, Calif., should get the death penalty for killing their 11-year-old nephew, a prosecutor says. MOMBASA, Kenya -- French officials Wednesday said a French warship captured 11 suspected pirates off the coast of Kenya. The officials told the BBC the warship Nivose on an EU piracy patrol captured the suspects following an unsuccessful attack on the U.S. cargo ship, the Liberty Sun, in waters of the region. BLOOMFIELD, Conn. -- Police investigating an off-campus home invasion in Bloomfield, Conn., have charged one of the victims with selling narcotics. Andrew R.
