A 37-year old Redmond man was arrested Tuesday afternoon on kidnapping, rape, and other alleged sex crimes against a 12-year-old girl, police reported.   Ricardo Rodriguez-Ruiz, DCJ photo Ricardo Rodriguez-Ruiz was taken into custody and lodged in the Deschutes County Jail following an interview with Redmond Police detectives.  He is charged with first-degree rape, kidnapping, sodomy, sex abuse, and unlawful sexual penetration; in addition to sexual misconduct, Captain Al Maich said. A 2 ½ year-old Redmond boy is expected to make a full recovery after bystanders pulled him from the Deschutes River and began life saving efforts after he’d been floating face down for up to four minutes, deputies reported. A 55-year old Gresham man was recovered from the Columbia River 26 minutes after his pickup veered off NE Marine Drive and sank quickly in 17-feet of swiftly moving water, officials reported.  Initially the man was not breathing but advanced life support techniques used by paramedics reestablished a pulse and the victim was transported to the hospital where he is in reportedly critical condition.   Rescuers from various agencies work to recover the man who drove off ... BAGHDAD - At least 61 people died when a suicide bomber exploded a truck as worshippers finished midday prayers at a large Shiite mosque in Iraq. KINGSTON, Jamaica - A survey published Wednesday showed 44 percent of 18-24 year-old unemployed Jamaicans lack the skills to work at anything, the Jamaica Gleaner reported. TRIPOLI, Libya - The death sentences for five Bulgarian nurses and a Palestinian doctor will be reviewed by Libya's Supreme Court next month, a judge in Tripoli ruled Wednesday. BAGHDAD - More than 10 Iraqi tribes in and around Baghdad are teaming with coalition forces to oppose al-Qaida, USA Today reported. BUDAPEST, Hungary - An explosion in a five-story Budapest apartment building Wednesday injured two women and destroyed three apartments, the MTI news agency reported. Fire service spokesman Peter Molnar said the blast occurred on the third floor and preliminary indications were that a gas leak was responsible.
