BEIJING -- A blast tore through a karaoke bar in a town in northeast China, killing at least 25 people and injuring 33 more, it was reported Thursday. Four of the injured were reported to be serious condition, Xinhua news agency reported Thursday. The cause of the blast was not immediately known. NEW DELHI -- An Indian teenager, accused of performing a Caesarean section on a woman, has surrendered to authorities. The BBC reported Thursday the 15-year-old, whose doctor parents were arrested last month, surrendered to a juvenile court near Tiruchi in Tamil Nadu state. LONDON -- The two men accused of crashing a vehicle into the Glasgow, Scotland, airport explained the attack in a suicide note, a London newspaper reported Thursday. Khalid Ahmed and Bilal Abdulla both survived the attack, although Ahmed, who was reportedly driving the vehicle, remained hospitalized with severe burns. SYDNEY -- Thousands of Australian rail commuters were stranded or delayed Thursday after wind blew a hatch onto power lines in Sydney. The Australian Broadcasting Corp. reported that a roof hatch blew off a train onto power lines on the Sydney Harbor Bridge. LONDON -- Hundreds of London commuters were trapped for two hours Thursday when an underground train derailed. Seven-hundred people were taken off the derailed subway and another that was behind it after they had waited for two hours, officials with Transport for London told the BBC. MOSCOW -- Moscow has officially told London it will not extradite the man charged with killing former KGB agent Alexander Litvinenko, it was reported Thursday. Russian officials have said they would not comply with the British extradition request for Andrei Lugovoi because the Russian constitution prevents it. MOSCOW -- A Russian air force official said the country plans to test its new S-400 Triumf air defense complex before its planned use at strategic areas near Moscow. DUBLIN, Ireland -- The Irish Coast Guard said everyone was rescued after a sudden storm capsized 91 small sailing boats during a junior regatta Thursday.
