Bronco Billy’s, others sanctioned by liquor control commission

Under a stipulated settlement agreement with the Oregon Liquor Control Commission, the licensee of Bronco Billy’s Ranch Grill & Saloon (FCOM), 190 E. Cascade, sisters, agreed to pay a $2,145 civil penalty by May 24 or serve a 13-day suspension (May 29) for violating ORS 471.360(1)(b). The licensee permitted three employees to sell, mix, or serve alcohol – or supervise those who do – without service permits. The licensee is Bronco Billy’s Ranch Grill & Saloon, Inc.; John J. Keenan, president; John T. Tehan, secretary.

The licensee for Thai Orchid Restaurant (on-premises beer-wine-spirits sales - FCOM), 285 Liberty St. NE, Salem, must pay a $3,795 civil penalty by May 24 or serve a 23-day license suspension (starting May 29) for violating OAR 845-006-0335(1)(a)(b)(c). An employee failed to verify the age of a minor before selling her alcohol during a Feb. 16 OLCC compliance check. The licensee is Thai Orchid Inc.; Prapapen (Penny) Saenguraiporn, president; Chamna (Na) Saenguraiporn, secretary.

In another settlement, licensees Tony and Maria Kassapakis of Tony’s Tavern (on-premises beer-wine sales – L), 1955 W. Burnside, Portland, agreed to pay a $2,145 civil penalty by May 24 or serve a 13-day suspension (May 29), because on Nov. 8, licensee Maria Kassapakis failed to verify the age of a minor before selling him alcohol during a Portland Police Bureau compliance check. The licensees also installed age verification equipment in lieu of a 10-day suspension or $1,650 civil penalty because this was a second violation.

Cases ratified

The following licensees were sanctioned for permitting an employee(s) to sell, mix, or serve alcohol – or supervise those who do – without a service permit:

  Soba Noodle & Rice (L), 291 E. Cascade St., Sisters. $2,310 civil penalty or 14-day suspension. Two employees involved. Licensee: HDTL, Inc.; Hao Long, president; Di Long, vice president; Mui Mui Phung, stockholder; Dan Long, stockholder.

  Korner Pocket Tavern (L), 7300 NE Sandy Blvd., Portland. One employee involved. $1,650 civil penalty or 10-day license suspension. Licensee: Dorothy Weaver.

The following licensees were sanctioned because a licensee/employee failed to verify the age of a minor before selling him/her alcohol:

  Chan’s Restaurant (L), 16483 Lower Harbor Rd., Harbor. $1,650 civil penalty or 10-day suspension. Result of Jan. 5 OLCC compliance check. Licensee involved. Licensees: Cindy P. and Jason C. Chan.

  El Jarro Azul Mexican & Salvadorian Food Family Restaurant (FCOM), 764 Blair Blvd., Eugene. Result of Jan. 19 OLCC compliance check. Licensee involved. $1,650 civil penalty or 10-day suspension. Licensees: Edith and Jorge Rivera.

  San Jose Market (off-premises beer-wine sales license - O), 2525 Baseline St., Cornelius. Result of Feb. 28 OLCC compliance check. $1,980 civil penalty or 12-day license suspension. Corporate principal involved. Licensee: San Jose Market, Inc.; Jose Garcia-Perez, president.

  Cielito Lindo Food & Mini Mart (O), 500 Chetco Ave., Brookings. Result of Jan. 5 OLCC compliance check. Paid $330 civil penalty and received credit for purchase of age verification equipment. Licensee involved. Licensees: Robert Carrillo and Maria Ponce Echeneste.

The licensee of Worldcellar.net (O), 1722 NW Raleigh St., Portland, must pay an $825 civil penalty or serve a five-day suspension for violating OAR 845-006-0365(1) regarding check payments to a wholesaler licensee. The licensee is Worldcellar.net, Inc.; Marvyn R.C. Mills, president.
