Four Madras men arrested in meth busts

Four Madras men were arrested Wednesday when detectives seized over five ounces of methamphetamine and $10,100 in cash during three drug raids, the Central Oregon Drug Enforcement (CODE) team reported Thursday.

In the first case, CODE acted on information they developed Tuesday that suggested Lino Pineda-Torres, 42, was selling large quantities of meth in Jefferson County, and that the suspect was using other people to deliver the product to drug dealers in Deschutes County.

Pineda-Torres was placed under surveillance Wednesday, and about 1:45 p.m. detectives witnessed him and another suspect, Urbano Romero-Pineda, 58, making contact with a third person “in a manner consistent with an individual delivering a controlled substance,” said Bend Police’s Lt. Jim Porter.  Detectives arrested both men at the intersection of Southwest J Street and SW Madison Street in Madras, and allegedly found one-quarter ounce of meth and $1,700 in cash in their possession.

CODE team members searched the suspects’ home they shared at 792 SW Second Street in Madras about 5:30 p.m., said Lt. Porter.  There they seized an additional ounce of meth, $7,900 in cash, scales used to weigh individual-use quantities of drugs, and drug sales records.  The street value of the drugs seized was estimated at $7,000, the lieutenant said.

Pineda-Torres and Romero-Pineda were lodged in the Jefferson County Jail, and face charges of possession, manufacturing, and delivery of a controlled substance.

The other case dates back to November 2006 when CODE detectives received a tip that the residents of two mobile homes in the Tops Trailer Park in northwest Madras were selling meth.  They staked out trailers in spaces 9 and 46 of the trailer park at 23 NW Depot Road, and sent in confidential informants (CI) to buy drugs from Alberto Jaramillo Estrada, 31, and Miguel Pineda Reyes, 21.  Sufficient evidence was gathered to apply for and receive a search warrant, the lieutenant said.

About 4 p.m. Wednesday, CODE Detectives, and Jefferson County Sheriff’s deputies and detectives executed the search warrant at the trailer park.

Estrada was arrested at his mobile home in Space 9.  During the search of his residence and vehicle, detectives allegedly found two packages of meth weighing about one gram, and $500 cash.

Reyes was arrested at his mobile home in Space 46, allegedly trying to hide one-half ounce of meth from the detective as he was taken into custody.  Lt. Porter said CODE team members also found weight scales, chemicals used to manufacture methamphetamine, and stolen property.

Estrada and Reyes were lodged in the Jefferson County Jail, and are charged with possession and delivery of methamphetamine.

The CODE Team is a multi-jurisdictional narcotics task force comprised of detectives from all Central Oregon law enforcement agencies including the Bend Police Department, Deschutes County Sheriff’s Office, Redmond Police Department, Crook County Sheriff’s Office, Jefferson County Sheriffs Department, Prineville Police Department, Oregon State Police, United States Drug Enforcement Administration (DEA), Deschutes County District Attorney, and the Oregon National Guard.
