Citing possible conflict of interest issues, Deschutes County District Attorney Mike Dugan today referred to the Marion County DA’s Office the case involving Redmond Police Lt. Wayne Shortreed, who was cited last Friday on two counts of harassment, officials announced.

Harassment of what or whom?
*****************************************
Lt. Shortreed was placed on paid administrative leave after he was cited for harassment when Deschutes County Sheriff’s deputies were dispatched to his Terrebonne-area home in response to a 911 call about 9 p.m., June 6.
******************************************
Where are the details? Did he harass his dog? The neighbor? His TV?
*****************************************
Shortreed, a 20-year veteran of the department, was reportedly off duty at the time of the incident.
*****************************************
Being that he was at home at the time, this comes as no big surprise.
*****************************************
Marion County DA Walt Beglau will assume the position of special prosecutor, and he and his staff will review reports and make “any charging decision”, Dugan said in a news release.

I would assume the details in this case involving public law enforcement personnel are secret.
Why they put out a press release and decline, or omit any details of the alleged charges?
Did he harass the responding deputies? A neighbor? His cat? Wife? Who made the 911 call and why?
We have all these names, dates and times, photographs of the alleged suspect, yet not a single word from anyone about the details of the charge.
Deschutes County Sheriff’s deputies were dispatched to his home...I guess that means two deputies. And we 2 counts of alleged harassment?
I guess the reader is to assume he harassed the deputies. I'm just guessing here.
So if he harassed the two deputies, what was the 911 call all about? Why did someone dial 911? What was the emergency?
*****************************************
For the reason of possible conflict of interest, the case has been referred to Marion County,” the release stated.

It also appears there is a possible conflict of interest here when revealing information regarding a criminal case involving those in public law enforcement.
