You must understand that you don´t need a sofisticated all new network. It´s too easy to attack a single band common network.
Let everybody have its own comms and provide only for very simple interface betwen dedicated channels interlocked trough Agency´s Communications Rooms or on site Command Posts.
Common radios for Field Commanders intercom can be simplex units with provision for simplex remote base stations to improve range and monitoring. Beware of sofisticated digital trunked nets, very easily attackable, power hungry, difficult to repair after an hearthquake or tsunami. Simplex is the name of the game. Use a scheme that will follow the correspondente via direct communication, simplex digital repeater or in extreme situations via sattelite, all this in automatic: that will solve your problems along with training the radio operators for best use of equipment.
