PORTLAND, OR -- Nudist Steven Howatt says "you know what, they want me to put up a hedge. If you don't want to see, why don't you put up a hedge."
What neighbors are trying to avoid is Steve Howatt in the buff or being one with nature as he calls it.
Steven says "some nudists will tell you it's the air on your skin. Benjamin Franklin called it taking an air bath. He was a nudist."
But one thing Howatt says he's not is an exhibitionist. Either way, neighbors like Samantha Love say for the past several months, they've seen more of Howatt than they've wanted to.
Samantha Love says her kids have seen him.
So, a whole bunch of neighbors approached the Happy Valley city council, which tonight, passed a city ordinance banning full nudity in a public place or anywhere visible from a public place.
Happy Valley resident Tori Pihulak says she's glad it's moving forward. She says she knows he has his rights but his need to garden in the nude is affecting their lives.
Especially Love, who lives right next door and despite the ordinance may still see Howatt nude.
Howatt says he wishes his neighbors could look past the view from their backyards to see from his point of view as a naturist.
Howatt says "to me it's like playing Adam. I worship God and his creation and he gave us bodies to interface with his creation."
