Beginning Thursday, February 1 at 10 p.m., Louisiana Street between Bond and Wall Streets will be closed due to the festivities of the LibertyBank WinterFest. Bond Street between Kansas and Louisiana Streets are also closed. Until further notice, Bend drivers are advised to avoid the Third Street underpass in Bend, which was closed to traffic this morning about 4:30 a.m. due to flooding from heavy rains. “At this time it is unknown when Third Street will re-open,” said Sgt.
