Proposal seeks 180,000 new rental vouchers and a record $1.6 billion in homeless assistance

Mortgage rates have now increased in seven of the last eight weeks, with the average 30-year fixed mortgage rate rising to 6.42 percent. This is the highest since Oct. 25.
