POWELL BUTTE, Ore. – An ongoing investigation and a search warrant execution at a Powell Butte residence Saturday afternoon led to the seizure of 12 horses and their caretaker being cited for a dozen charges of animal neglect, deputies reported.   According to Crook County Sheriff’s Sgt.
