As forecast last week, fuel prices in the western states have joined the upward movement. In the past week the national average price for a gallon of regular gasoline rose by three and a half cents to $2.26. A St. Helens woman whose driving privileges were suspended died Tuesday afternoon when her van crossed the centerline of Highway 30 near Deer Island and crashed head-on into a commercial truck and trailer.   Minutes before the accident, motorists in the area called police dispatch to report the van being driven erratically, authorities said.       Barbara A. The Clackamas County Sheriff’s office reported this afternoon that the three climbers, missing since Sunday when they tumbled over a ledge on Mt. Hood, have been safely rescued from the mountain. A Portland-area couple, both admitted heroin users, are being held without bail after being charged in connection with four recent robberies at Subway, Denny’s, and Shari’s restaurants in the region, Clackamas County Sheriff's deputies reported. SALEM, Oregon – State Schools Superintendent Susan Castillo has released preliminary numbers for Oregon’s Special Education Child Count.  The report shows that the total number of Oregon children, aged 0-21, in special education programs has increased to 80,314 -- an increase from last year’s 79,780.  The number of students in special education (aged K-21) is 71,834 -- an increase from last year’s 71,517.  This represents about 13% of the school-age population in the state.
