Vigilant students at Buckingham Elementary School reported seeing six classmates combining small cell batteries, duct tape and wire on the playground during the lunch hour on Thursday, October 26. Staff immediately investigated the situation. Per the District’s zero tolerance policy, the Deschutes County Sheriff’s Office was called to the campus for further investigation. “There’s a new group of teens hanging around downtown, but these kids are carrying brooms, not skateboards,” said Chuck Arnold, president of the Bend Downtowners Association.  Arnold announced Monday that the Economic Improvement District (EID) has partnered with Chamberlain House to employ students a few days a week to help keep downtown Bend clean. During the week, there were 26 reports of vehicle break-ins, with an estimated value of stolen items at $15,962.  Of the 26 reports, 11 vehicles were unlocked, and 13 vehicles had windows broken.  DUII arrests totaled seven, and there were 11 warrant arrests made. A Redmond hunter injured when he slipped on an icy trail near Todd Lake called for assistance with his portable radio and was rescued Thursday evening by Deschutes County search and rescue personnel, said authorities. A Redmond woman died Wednesday from injuries she received in a near head-on crash Tuesday night, said authorities.  Melissa Renee Kruse, 32, suffered critical injuries when her car drifted over the centerline of Deschutes Market Road and was hit by a van, leaving her unconscious and trapped in her vehicle. Below us, the Malheur River ran like a thin ribbon through the vastness of steep, rocky hills and countless canyons. The area looked treeless, barren and uninhabitable -– perfect chukar habitat. New State and National Data Released Despite a 39% decline in the state teen birth rate between 1991 and 2004, teen childbearing in Oregon cost taxpayers (federal, state, and local) at least $91 million in 2004, according to a new analysis released by the National Campaign to Prevent Teen Pregnancy.  Of these costs, 32% were federal costs and 68% were state and local costs.
