Alcohol was not a factor and no citations were issued in a single-vehicle rollover crash on O’Neil Highway in Crook County on Wednesday afternoon that sent the driver to the hospital with unknown injuries, deputies reported. A 21-year old Prineville driver was knocked unconscious for more than five hours after his vehicle left the road, crashed through a metal gate, and struck a large boulder.  His passenger, an unidentified 35-to-40-year old hitchhiker, was never located. Fire officials say that an overloaded extension cord sparked a fire that destroyed a 29-foot fifth-wheel RV in the Deschutes River Woods area. Deschutes County Sheriff’s deputies reported that icy road conditions contributed to five separate motor vehicle crashes on Wednesday and Thursday, one involving a jack-knifed semi truck and another three vehicles.  No one was injured, and everyone involved was wearing appropriate safety restraints. Mortgage rates declined slightly this week, with the average conforming 30-year fixed mortgage rate now 6.29 percent. According to Bankrate.com's weekly national survey of large lenders, the average 30-year fixed mortgage has an average of 0.35 discount and origination points. The average 15-year fixed rate mortgage popular for refinancing slipped down to 5.92 percent. The average jumbo 30-year fixed rate jumped to 7.20 percent. The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) awarded three grants recently, totaling $164,692, to the La Pine Rural Fire Protection District, the City of Redmond Fire & Rescue, and the Goshen Fire District, all in Oregon.
