The telephone excise tax has finally been disconnected. First imposed in 1898 to help fund the Spanish-American War, the 3% tax on long-distance calls may be refunded to small business owners, thanks to an IRS decision to follow the five federal appeals courts' holdings that the tax does not apply to long-distance service as it's billed  today. Oregon State Police announced that all lanes of Highway 97 north of Chiloquin near milepost 232 are closed following a non-injury crash involving an overturned tanker that occurred about 2:30 p.m. this afternoon. Oregon State Police (OSP) and Oregon Department of Transportation (ODOT) personnel are on scene. According to the OSP emergency report, it is unknown how long the highway will remain closed. A Bend man was fatally injured Wednesday morning when he lost control of his pickup on an icy street corner in the Old Mill District and hit a curb.  Police say he got out of his vehicle, and was struck by another pickup that also slid on the same icy area.
