In an effort to provide better online service to its residents, the City of Bend has announced it is accepting debit and credit card payments online for utility payments on customer utility accounts. Netflix, the world's largest online movie rental service, today said it has delivered the one billionth DVD since the company's subscription service was launched in September 1999. The milestone was reached yesterday, when the drama "Babel" arrived at the home of a subscriber in Helotes, Tex., from Netflix's distribution center in Houston. On March 9, the United Negro College Fund (UNCF) will present its highest honor, the Frederick D. Patterson Award, to former Presidents George H. W. Bush and William J. A 34-year Oregon State Police (OSP) veteran thought he had seen it all until he saw an amphibian-style airplane in his rearview mirror after it made an emergency landing Sunday morning on Interstate 84 about 15 miles east of Baker City. Five California residents were injured, two seriously, in a crash involving two sport utility vehicles near Interstate-5 in Grants Pass on Saturday afternoon. Troopers are investigating to determine whether marijuana found in one of the vehicles contributed to the collision.   The driver and one passenger of this vehicle (above) were seriously injured in the crash.  The other two occupants received minor injuries. A Lincoln County dog-owner was cited Thursday for allegedly allowing her two large dogs to chase and kill a cow elk. The United Church of Christ is celebrating a landmark decision by the Federal Communications Commission, which has ruled in favor of the church's filed complaint that Univision, the nation's largest Hispanic television network, is not serving the educational programming needs of children.
