WASHINGTON - The U.S. Interior Department 2010 budget contains $12 billion to protect lands and waters as well as promote energy security, the White House said. WASHINGTON - The 2010 budget initiative proposes a $2 billion increase for the U.S. Transportation Department from $70.5 billion to $72.5 billion. President Barack Obama presented his fiscal year 2010 budget outline to Congress Thursday. The Oregon Military Department has added an additional seven projects to the 18 already approved by the Oregon legislature by obtaining additional federal stimulus monies from the National Guard Bureau. WASHINGTON - Afghanistan and Pakistan would be eligible to receive non-military help under provisions of the proposed U.S. State Department budget introduced Thursday. COLUMBUS, Ohio - An Ohio man was sentenced Thursday to 20 years in prison for plotting terrorist attacks against the United States, officials said. Christopher Paul, 44, pleaded guilty to conspiring to use weapons of mass destruction in June, the Columbus (Ohio) Dispatch reported. He was sentenced by Judge Gregory Frost in Columbus. NEW YORK - Rescuers began Thursday trying to free a humpback whale from entangling fishing gear as Coast Guard vessels protected the animal 8 miles off the Jersey Shore.
