Wireless technology giant Qualcomm withheld its intellectual property from a standards-making body and, therefore, waived its right to enforce two of its video-compression patents, a San Diego federal judge ruled Thursday. According to a report released by the Oregon Employment Department Thursday, all three counties in Central Oregon saw their unemployment rates increase from January to February. Both Crook and Jefferson counties’ rates increased more than expected.
