Mortgage rates were mixed this week, with the average 30-year fixed mortgage rate inching upward to 5.23 percent. According to Bankrate.com's weekly national survey, the average 30-year fixed mortgage has an average of 0.47 discount and origination points. The average 15-year fixed rate mortgage rose to 4.76 percent, while the average jumbo 30-year fixed rate dropped sharply to 6.52 percent. Wednesday, April 22, 2009 Budget Update:  District personnel, budget task force and association representatives continue to refine the cost-saving concepts for the 2009-10 budget shortfall, which is anticipated to be as large as $7 million.  All options such as staff, salaries, electives, programs, school calendar, extracurricular activities, etc., are under consideration; however, NO DECISIONS have been made.  It was noted that the district is building its budget on the worst case scenario ($7 million deficit).  ... NEWPORT, Ore. – Starting May 1, saltwater sport fishers will be able to put one more groundfish in the marine fish daily bag – the highest bag limit since summer of 2005. The Oregon Fish and Wildlife Commission last week approved a change to increase the bag limit from six marine fish to seven effective May 1.
