EDINBURGH, Scotland - Convicted killer Peter Tobin is being investigated by Scottish authorities in a series of cold case unsolved homicides and rapes committed in the region. Tobin is currently serving a life sentence for the murder of 23-year-old Angelika Kluk. KHARTOUM, Sudan - A United Nations agency says violence in the Sudan caused by the Darfur peace agreement has stalled its humanitarian efforts in the African nation. MADRID - Spain's highest court has banned 246 candidates from running in local elections in the country's northern Basque region.
