KABUL, Afghanistan - NATO-led forces in Afghanistan are exposing detainees to torture, Amnesty International charged Tuesday.

NATO-led forces have transferred detainees to Afghanistan's intelligence service, the National Directorate of Security, despite consistent reports of torture by the NDS, including whippings, beatings, starvation and exposure to extreme cold, said Claudio Cordone, senior director for research at Amnesty International.

"Such transfers should be suspended until effective safeguards are in place," Cordone said.

Most of the transfers to the NDS came from NATO security forces from Belgium, Britain, Canada, the Netherlands and Norway, said the Amnesty International report. In September, the United Nations called for an investigation into allegations of torture by the NDS.
