Lake Oswego Police responded to a report of an adult male not breathing at the Mt. Park-area apartment complex at One Jefferson Parkway on the morning of February 3. Officers found Frederick Stephens III, 25, deceased.

Other than stating that investigators determined the death was a criminal homicide and that they had arrested the “single person believed responsible” for the death, few details -- including the possible motive or manner of death -- were disclosed.

Michael David Hessemer, 23, was taken into custody and lodged in the Clackamas County Jail. He has been charged with second-degree manslaughter, a Class B felony that carries a maximum penalty of ten years in prison and a $250,000 fine.

Both the victim and suspect live in separate residences in the complex, police said.

Hessemer’s bail was set at $250,000.
