Floyd Alan Finsand of Dundee was taken into custody and lodged in the Yamhill County Corrections Facility in McMinnville after an investigation that began when a 14-year-old girl reported the suspect allegedly abused her several times, usually at Finsand’s home. The abuse allegedly began when the victim was 12, a Newburg-Dundee Police Department news release stated.

Detectives said that during the investigation Finsand made “suspicious” statements that led them to believe there may be more victims. Anyone with information is asked to contact Detective Todd Baltzell at 503.538.8321.

Finsand was charged with ten counts each of first-degree sexual abuse, second-degree rape, and second-degree sodomy.
