CLACKAMAS, Ore. -- Deputies are asking the public's help in identifying a man caught on a Target store surveillance video in southeast Clackamas, Oregon, Saturday afternoon as he masturbated and wiped his sperm on a nearby woman shopping with her three-year-old daughter.

The woman, a 30-year old Vancouver, Washington resident, reported the incident to store security and the sheriff's office immediately after it happened about 3:25 p.m., March 8, Clackamas County Sheriff's Detective Jim Strovink said.

The suspect is described as a white male in his late 20s or early 30s, about 5-foot 10-inches tall and weighing 180 pounds. He has short brown hair and a goatee, was wearing a long-sleeved white t-shirt, blue jeans and dark tennis shoes. In the video, he carried a cell phone and a wallet, Strovink said.

“At the very least, this is harassment and second-degree criminal mischief – both misdemeanors,” the detective said, but added that if the suspect is identified and the sperm is found to carry a sexually transmitted disease, the offender may be prosecuted for more serious crimes.
