Oregon State Police (OSP) believe that Max Alan Levitch, 20, of Bend, was the original driver of a 1993 Honda Accord that failed to stop for Trooper Hyser and OSP Recruit Thompson about 12:10 a.m., March 26 when they observed a traffic violation within the city limits.

The Honda continued traveling about 40 mph, and Hyser said the driver and passenger exchanged seats during the attempt to elude.

Bend Police officers and an additional OSP trooper assisted and eventually the suspect car stopped in the 1100 block of 9th Street, a news release stated.

20-year-old Evan Eler Manley, also of Bend, was behind the wheel when he was taken into custody. Manley and Levitch were both arrested and lodged in the Deschutes County Jail.

About 18 grams of cocaine were allegedly found in the vehicle, troopers said.

Levitch was charged with driving under the influence of intoxicants and possession of cocaine, and Manley will face those same charges plus reckless driving, recklessly endangering another person, and felony attempt to elude police.
