MADRID - European officials have condemned Spanish zoos for not carrying out regular inspections, and failing to develop conservation and educational programs.

Animal rights activists have backed the allegations of mismanagement first leveled by the European Commission, Spanish news agency EFE reported Monday.

"The situation in Spain's zoos is dramatic," said Alberto Diez of Infozoos, a Spanish animal rights group. "In many they do not carry out regular inspections, and do not complete the requirements to develop the zoo like conservation and education."

The uproar over the state of Spain's zoos follows the recent discovery of a dead brown bear at a zoo in Valladolid, Spain.
