The City of Bend has adjusted the proposed Urban Growth Boundary (UGB) to include an additional 80 acres of vacant land.  This new parcel, in addition to the original staff-recommended 3,659 acres proposed on June 12, will bring the total to 3,739 acres.

There are two purposes for doing so, the City says.

One is to recommend that a proposed school site be included in the UGB. This site is also the subject of a current General Plan amendment application submitted by the Bend-LaPine School District to amend the Bend UGB to include the school site.  

The second purpose is to ensure that any consideration of a UGB expansion in this area includes right of way for Skyliners Road and public facilities that would be located in the road right of way. This area is located on the west side of the current UGB, on the north side of Skyliners Rd., abutting the current city limits. This site is currently designated as Urban Reserve, and has been part of the study area for the UGB expansion for over a year.  

A potentially significant constraint exists with provision of sewer service to this area. Preliminary analysis by City Engineering staff indicates that an elementary school could be served by existing sewer facilities in this area, but any significant residential development will likely require substantial upgrades to achieve needed capacity.

The City is holding an open house on Wednesday, June 27^th from 4 – 6 p.m. in the Bend National Guard Armory located in the Old Mill District. The open house is the first in several opportunities for the community to review the proposed boundaries and to learn more about the process. A City Planning Commission meeting is scheduled for Monday, June 25^th at 6 p.m. at City Hall.  Although public comment is not accepted at this meeting, the public is invited to attend.  In addition, the City will be meeting with the Deschutes County Planning Commission on Thursday, June 28^th at 5:30 p.m. at the Deschutes Services Building. A formal public hearing will be held on July 26^th where the public will have another opportunity to provide input into the process.
