Met police to blamed for innocent killing

LONDON -- An investigation into the shooting of a man mistakenly identified as a suicide bomber in Britain said the blame for the death lies with the Metropolitan Police.

Leading counter-terrorism officer and Met Assistant Commissioner Andy Hayman was reportedly being blamed for failing to report to his senior officers that Brazilian native Jean Charles de Menezes wasn't one of the four wanted suicide bombers, the Telegraph reported Thursday.

The Independent Police Complaints Commission found that Hayman deliberately misled the public and the head of the Metropolitan Police, the newspaper report said.

His actions "led to inaccurate or misleading information being released by the Metropolitan Police," said the IPCC.

The report from the IPCC also said that Ian Blair, the Met commissioner, was "almost totally uninformed" regarding the identity of de Menezes.

It was concluded that a complaint against Blair by the De Menezes family, which claimed that he misled the public wasn't substantial but his organization was found guilty of "serious weaknesses."
